Hong Kong government encourage other
organizations to cooperate with them for preserving different heritages to achieve
the target of heritage revitalization. It provide opportunities to different
organizations to use the heritage to achieve their own goal as well as the
government could save a lot of budget on managing those heritages. However, the
meaning of the heritage might be changed while other organization are doing
their own business.
Even though there is a committee to monitor the running of the project, we look at the background of these members we could easily find out that they are mostly professionals from cultural and business field. They also consider whether the heritage could gain profit from the daily running instead of preserving it for public education or cultural and historic demonstration.

The press release here shows that the government
officials are look at the professional background and experience of the members
to decide whether they could be a part of the committee to monitor and give
advises to the project. Therefore, we could say that the project is under the
consider of professionals and experts but seems like there are not much public engagement.
